If elected, the president promised to ensure that 100 free public toilets are built in Kawempe and 50 in each of Kampala divisions.

November 01, 2010:

Unveiling his 13-point reelection manifesto, president Yoweri Museveni promised to make Uganda a "middle income" country by 2015. That seems to have been pushed to 2017.

An average Ugandan was also promised to earn at least US$1,000 (Shs 2.57m) per annum in Museveni's fourth term.

"We need to put a satellite in space so that we find out what those Americans are doing there," he said during the launch of the NRM's 2011-2016 manifesto at Kampala Serena Hotel.

"With the EAC federation, we can have bargaining power and be able to go to the moon, and by going into space we shall insure the strategic security of Africa."

According to the NRM manifesto, 21 Technical institutes were to be build in 2011/12 and another 17 to be built in 2012/13.
