When PAC opened its inquiry last October 2012, into the alleged misappropriation of public funds, donated for the Peace, Recovery and Development Programme, it heard and read evidence from the Accountant General, Mr. Gustavio Bwoch (GB), and Mr. Chris Kassami (CK), the Secretary to the national Treasury at Bank of Uganda, Kampala. The two central bank officials (witnesses) adduced sufficient credible evidence while under oath, showing that former OPM Internal Auditor, Shaban Wejula, who first accounting fraud and financial impropriety in that ministry, was "unfairly" removed from office, by Permanent Secretary Pius Bigirimana (PB) and Mr. Keith Muhakazini (KM) then Deputy Secretary to the Treasury. The evidence before PAC reveals that Shaban Wejula was removed from office without being given a fair hearing or following a fair disciplinary procedure. The right to due process means individuals have a right an impartial hearing and fair treatment. Shaban Wejula was denied due process before was he was vindictively interdicted by his former line manager Bigirimana.
But watch this,Pius Bigirimana is to be in charge of 265bn youth fund after messing with OPM. This man Bigirimana is turning out to be a crowd favourite, few days ago, MPs showered him with praises and turned against Gen Tumwine demanding that he pays up rent he has evaded for the last 2 decades.
Now Bigirimana turned up at a National Youth Council meeting in Mukono yesterday and the youth sing his praises chanting slogans such as "Bigirimana Oyee, long live Bigirimana, Bigirimana man of the people ". And the youth made life difficult for the youth minister whom they forced to flee the meeting without delivering his speech. What is it with Bigirimana that we need to know!!!
Is it his unique whistle blowing skills? Section 2(2)(a) of the of the Whistleblowers Act, 2010 [WPA] says that any disclosure of an impropriety made by a whistleblower is protected where he or she makes the disclosure in good faith. Is he fulfilling this section or he is playing someone else's politics?
He was once viewed as a "devil" with parliament suggesting that he is interdicted on two occasions, but now see!!
Let's look at the facts, 1. Gen Tumwin first attacked Bigirimana calling for his dismissal following the Kazinda Saga. 2. Bigirimana is now PS ministry of Youth/Culture/Gender. 3. Nommo Gallery and National Theatre are properties whose incomes Bigirimana has to account for as the PS. Where does Sejusa come in all this?
Under section I of the WPA, "good faith" means the honest intent to act without taking an unfair advantage over another person and includes honesty, fairness, lawfulness of purpose and absence of any intent to defraud.
Well, consider this if you believe in theories, Tinye aka Sejusa fits in well with the theory of One plus One equals two which is a basic mathematical equation upon which simultaneous and quadratic equations are built. It remains a hypothesis that will either be proved null or otherwise, but for now we can still build on that hypothesis (call it theory if you may) till we find out the story behind this big man whose new found hobby of whistle blowing is earning him foes and admirers in equal measure
Mr. Bigirimana he's just a unique man he can whistle blow his whistle at the right time and the right place! That's why sometimes some people call him Biggleman. He's no longer blowing whistle but Biggle! Gen. Tumwine did not humiliate him, instead Tumwine Clash landed unknowingly!
I think it's now time to agree with our AG mr. Nyombi 4 pointing that Hon. Semuju is not fit to be MP, this dude a month ago was on radio simba blaming M7 4 appointing Mr. Bigirimana & drumming to use constitutional laws to call him back. Now I really what to see him write an apology to Mr. Bigirimana in his weekly poisonous observer paper.
I also apologise to WBK for all i posted negatively about Bigiri-mana. It seems Mbabazi and Bigiri-mana are the guys to watch in Uganda politics. They are real dudes, man! These two are untouchable............just watch Gen.Tumwine falling on his own if he doesn't leave them alone.
