{UAH} DID (HOW) THE UNLA COMMIT WAR CRIMES IN FIGHTING M7 ( BUTARE BOY) ?- WHAT TECHNIQUES WERE USED BY THE UNLA IN FIGHTING NRA?
WHAT WERE THE ATROCITIES COMMITTED BY UNLA IN FIGHTING NRA?
Much as the NRA targeted members of the ruling UPC during the war, the UNLA too targeted suspected NRA agents. Indeed NRA agents existed among the population in both Luwero and Kampala areas. UPC Chairman Haji Sebirumbi had coordinated a flow of credible intelligence about Museveni's movements but was let down by Luttamaguzi and Museveni survived by an inch. Both Sebirumbi and Luttamaguzi were killed by the NRA and UNLA respectively. The question is who of the two was patriotic and deserves the title of a national Hero? What of Manenero and Kifefe who were tortured to death in Museveni's CMI?
Whenever such real or imagined agents were got they would be arrested, interrogated, tortured even to death, maimed or outrightly killed. The common method of torture by UNLA was use of a hot melting plastic on the bodies of victims. During the same time, the NRA was using Kandoya aka Three Piece and since the NRA did not set free captives, the victims' ordeals can only be told by their captors. UNLA's nortorious torture centres were Kireka Barracks, Makindye Barracks, Katikamu Tactical Headquarters and Nile Mansions (current Serena hotel). Those first two are still used by the Museveni regime for the same purpose. The UNLA never ran safe houses as is the case with the Museveni regime where torture and killings are an open secret.
At the inception of the NRA insurgency, the UNLA having been founded on a union of different fighting groups that had fought Iddi Amin, had not streamlined its command and Control structures. Museveni was very much aware of this and for the same reason accelarated the total withdraw of Tanzania army. Because of this, there was lack of control and undefined command structures that grossly impacted on the discpline of personnel. The task of fighting the NRA insurgency did not have a cordinated and centralised command structure. Any soldier, youth winger, some rogue NASA operatives, UPC chairman etc could arrest, interrogate, detain, torture, release, extort or even sentence any suspected NRA agent. UPC functionaries in Mbarara like Nganwa and Kagurusi wrecked havoc with impunity. Any Commanding Officer had the powers of detaining and determining the guilt or innocence of suspects. Thats how the likes of Ageta and Opetas aka Pilato gained notoriety. The Opetas, Agetas, Kagururusis and Nganwas of the Museveni's regime have consolidated their notoriety under CMI, JATT, Operation Wembly, VCCU, RRU, FFU, SFG etc
Any soldier manning a road block had the capacity of suspecting, detaining, extorting, torturing on spot or even killing in the name of fighting insurgents. In the process even real NRA agents just needed to have money to pay at roadblock and then proceed with business. NRA's Black Bomber Commander Kyaligonza was saluted and allowed to pass through a UNLA roadblock on Gayaza Road by simply displaying his pistol on the dash board of his car. The UNLA soldiers manning the roadblook mistook him to be their own. The UNLA would mount permanent roadblocks on the same spot that lasted for years without yielding positive results for the war effort except for extortion, torture and forced disappearances. The soldiers manning such roadblocks lacked intelect and their conduct was determined by the level of intoxication at the material time. To mitigate the issue of language barrier, presence of soldiers of Bantu ethinicity dominated such roadblocks. These Bantu UNLAs were harsher than the Luos or Nilotics. These Bantus would pull their caps to cover much of the face and would also twist their tones to sound like a Luo Swahili; wewe muyekela caca leta peca etc. Notorious among such road blocks was the Kafu Bridge, Bujuuko railway, Gayaaza road etc. That is why under the Museveni regime, the idea of roadblocks has not been a modus operandi.
Robing and stealing by soldiers of petty properties was the order of the day. Every evening organised bands of erant soldiers would leave camp to steal radios, clothes, watches, furniture etc from civilians. Unlike, Museveni NRA, the UNLA did not steal from goverment to accumulate wealth.
When govt drew a roadmap to reorganise and overhaul the UNLA's command and control capability, some sections misunderstood the move hence the 1985 Okello coup.
NASA had very effective intelligence gathering against the NRA but it was not put to use by the intended conrumers. The then UPC Minister of security Chris Rwakasisi who failed to innitiate a harmonised coordination of intelligence is now an Advisor to Museveni.
