{UAH} M7-Kabaka MOU has now become an agreement

With each passing day, we are getting different interpretations of what Museveni and Mutebi signed. At first it was an understanding to begin negotiations on returning the kingdoms properties with Buganda to provide proof of ownership.

Now some are talking of an agreement transferring properties that took effect on August 2, 2013. Further, Mengo is not talking of getting physical properties back but being compensated for those properties that are already occupied by others.

Mengo has acknowledged that the negotiations were deliberately done secretly to avoid interference but they have failed the good governance test because they lacked transparency, public participation and accountability.

This is reminiscent of what the late Kabaka Mutesa II did with Obote.  Hopefully we haven't forgotten how things turned out – UPC/KY coalition evaporated as soon as UPC got what it wanted and when Buganda threatened Amin moved in with his tanks.

Speculation will not be stopped as long as the MOU remains locked up in a safe. This is a public document negotiated secretly by two individuals presumably without authorization. The 1995 constitution is clear as to who is sovereign in Uganda. It is the people and not their leaders. Therefore the people have a final word in this important matter not only for Buganda but for Uganda as a whole.
