{UAH} Mbu Buruuli Welcomes M7 – Kabaka Deal
Folks,
Buganda is giving M7 sleepless nites. But he is not about to give up just like that. And him being a very good history student, he knows that things look very bad and must do something. If the rest of the country had benefited form his misrule we would say nti kale kale but now what next? It appears no Buganda no Uganda. Unfortunately that is a hard historical fact!
The Buruuli chiefdom has welcomed the Memorandum of Understanding (MOU) signed between Buganda Kingdom and Central Government.
President Museveni (R) shakes hands with Buganda Kingdom Katikiro Owekitibwa Charles Peter Mayiga after the signing of the MOU
Last week, President Yoweri Museveni handed over to Buganda Kingdom officials a MOU that he and Kabaka Ronald Muwenda Mutebi II signed on the return of the kingdom properties.
In the MOU signed on Friday, President Museveni agreed in principle to return Buganda properties that include official estates for the Counties and Sub Counties, and properties of chiefs, while Mengo agreed to recognize Buruuli and Bunyala chiefdoms as part of the agreement.
The Minister of Information for Buruuli Chiefdom Muhamadi Bagonza says that the chiefdom was happy that Kabaka had finally agreed to recognize and work with Isabaruuli Mwogezi Butamanya as an independent cultural leader. Bagonza says that this will enable smooth co-existence of cultural leaders and subjects in the area.
Bagonza added that the recognition of Buruuli will also ease tensions that had existed since 2004 when the County started pushing for autonomy. He explains that Buruuli is willing to welcome and mobilize support for Kabaka's visit whenever he wants as long as Isabaruuli is notified as a cultural leader.
Bagonza says that they also want properties that include buildings at Nakasongola district headquarters, and Kakooge, Nabiswera, and Kalungi sub counties, which were built by Buganda Kingdom, to be given to Buruuli chiefdom because they were constructed using taxes from Baruuli grandfathers.
He says that they are also pushing for the return of 640 square miles which are part of 9000 square miles of public land that was taken away by Central Government from Buganda Kingdom. Bagonza warned Buganda that they will work with it if they respect Isabaruuli and they will defend their autonomy at all costs.
Nakasongola LC 5 Chairman James Wandira and District Woman Member of Parliament, Margaret Kyomuhangi, also welcomed the memorandum of understanding, but asked for time to study it page by page before commenting on it.
George Mulwana, a resident of Nakasongola town says that he will celebrate only after the MOU is implemented. Mulwana, however, noted that some programmes initiated by President Museveni are frustrated by his aides and are not put into practice. Mulwana says that they also want Museveni to fulfill his financial support to the chiefdom for it to grow and develop like other areas.
However, the Buganda Kingdom Attorney General Apollo Makubuya told local media that the MOU is clear and that all properties that were built by the kingdom will be returned to Buganda and advised Buruuli to demand for only those it directly constructed.
Information Minister Rose Namayanja says that a committee comprising of Central Government and Buganda emissaries will sort out the question of properties that are in Buruuli and Bugerere Chiefdoms.
He explained that Mengo will sit with Isabaruuli Mwogezi and they agree on the building that is currently housing the Nakasongola District headquarters, because it is part of Buganda properties in the area.
The Minister of Information and National Guidance Rose Namayanja says that a committee comprising of Central Government and Buganda emissaries will sort out the question of properties that are in Buruuli and Bugerere Chiefdoms. Namayanja says Baruuli and Banyala should work for peace because in the area they have subjects that respect the chiefdoms whereas others pay allegiance to Buganda kingdom.
Buruuli Chiefdom seceded from Buganda Kingdom on December 10th 2004 and until last week when the MOU was signed, Buganda had refused to recognise any other cultural leader in Bugand
