What began as a peaceful and warm session of Parliament today turned chaotic as MPs fought to block passage of the Public Order Management Bill that regulates public rallies and meetings.

MPs grabbed the list of names, which deputy Speaker Oulanya was using for the voting exercise. Oulanya in response singled out three opposition MPs for punishment; Ibrahim Semujju Nganda (Kyadondo East),, Theodore Ssekikubo (Lwemiyaga) and Odonga Otto (Aruu) who he suspended from Parliament for three Parliamentary sittings.

Otto was penalised for grabbing the rota from the clerk as the House proceeded to vote. His colleagues were penalised for rallying behind him.

"We shall not accept this law to be passed. It is in abuse of the Constitution and the rule of law," the MPs shouted as Oulanyah announced his decision before adjourning the House.

"I am surprised that I have been suspended for raising a point of procedure that is in respect of the rule of law. What I was reminding the House was that the conduct of business in the house was in abuse of the Constitution that's all, and I am shocked that I was suspended for that," Ssekikubo said.
