{UAH} Smelt a rat in the MOU

Someone suggested I smelt a rat in the MOU. I think there is some truth in it. It is now emerging that the MOU signed by Museveni and Mutebi is binding on the people of Buganda.  If it had been signed by the Katikkiro it wouldn't, explaining why Museveni probably insisted it be signed by the Kabaka who may have dented his neutrality and subjected himself to regional and national political criticism.

According to reports reaching us, Museveni announced that any agreement signed by the Kabaka is binding on the people of Buganda. It is unclear whether it is binding on all people residing in Buganda or only those that have pledged allegiance to Buganda and its institutions.  This needs to be clarified. The MOU has become a contested document and has opened a Pandora's box. I think it is not too late to start afresh. This MOU could adversely affect relations within Buganda among various interested parties and relations between Buganda and the rest of Uganda, reminiscent of the situation in the late 1950s that culminated in Buganda declaring independence on December 30, 1960 and causing the rest of Ugandans to form UPU and other parties to oppose Buganda.

The National Committee on Federalism has been created to consult and convene a national conference to discuss how best Uganda should be governed in the future.
