Steadily we r getting to where we belong! Dictatorship.Stalling the minute hand of the clock won't stop the sun from setting!! Please read this section of the law that is disturbing us a lot and advice accordingly.
Whereas the word music looks small, it seems rather ambiguous in this context, especially if it is on the same page with garden, public park and 'any open space... to which the public are permitted access by payment or otherwise." Serious interpretation is needed there.
I just love 13(1). It will nab all those annoying street preachers ! If I was a Policeman I would start implementing that clause already !
We told you,the Atuhairwes, that this govt is a silly govt and you told us the opposition were clowns. The yellow underbelly has been revealed and its a beast coming after you. Clowns vs Tyrants.. Don't get caught in the middle.The law is very broad, and the concern is surely how it will interpreted and applied ... which will IMO be 'selectively'. I think Ugandans should be worried.
Dr. Obote(R.I.P) initiated similar legislation(The Public Order and Security Act) to muzzle political dissent,the rest is history.Obnoxious clauses of the bill e.g clause 8,shall certainly be challenged in the Constitutional Court.I dont think these people actually thought through what it is they wrote. I do get what they are trying to achieve but they are not intelligent enough to pull it off!
