Police officers have always allegedly executed Ms Liz Monica Ayebazibwe's orders diligently thinking that her instructions were from the Office of the Inspector General of Police.

Ms Ayebazibwe had allegedly introduced herself to several officers as a detective senior superintendent of police (D/SPP) attached to the IGP's office. But her real identity was discovered after one of her alleged victims, Ms Irene Mutesi, reported a case of torture to the Police Professional Standard Unit (PSU) last August, prompting Ms Ayebazibwe's arrest at the weekend.

Ms Mutesi had earlier told the force that she was arrested in Rukungiri District by police officers on orders of D/SSP Ayebazibwe and transferred to Jinja Road Police Station, Kampala on allegations of obtaining money by false pretence. She claimed she was later tortured by Ms Ayebazibwe in an effort to recover the funds.

The deputy police spokesperson, Mr Patrick Onyango, said PSU officers searched for a D/SSP Ayebazibwe in the police records, but her name did not exist. However, several officers claimed to have received similar instructions from her.

"The PSU alerted several police stations to arrest a suspected impostor Liz Monica Ayebazibwe in case she released and transferred suspects and ordered arrests at their offices," Mr Onyango said. He said Ms Ayebazibwe went to Katwe Police Station last Saturday and identified herself as senior police officer who was trying to influence a case in favour of one party.

Trapped
"Detectives immediately called PSU and its officers went to the station and arrested Ms Ayebazibwe. When they asked her to identify herself, she told them that she works with the police directorate of operations," the deputy police spokesperson said.

When officers asked her for a police warrant card, she did not have any, prompting them to record her statement and search her home. Police alleged that they found filled Sim card registration forms that indicated that she was a police officer.

Police found their own Christmas and New Year cards they had sent to her, and an application she had allegedly written to join the force. Cases of impersonating police officers have been common in the traffic directorate.
