{UAH} anybody from Karamoja cares for whatever happens to their natural resources?

There are reports of a heavily protected area in Karamoja where 24 hour security is provided by military police (red top as we call them). This place has razor wire all over. They use  these tough SUVs; Toyota FJ Cruiser. There is excavation in this place and all that is dug is loaded and carried away. Locals are only left to speculate whether the resource is Gold, Diamond, Mercury, bra bra. This is a heavily military guarded area leaving the locals wondering what's the military mining or who is the beneficiary of this somewhat illicit extraction? Does Karamoja have any ''Beatrice Anywar'' to stand up and ask or compromised legislators?
