{UAH} DO WE NEED PARLIAMENT ANYMORE UNDER M7?
UAH,
Against the written laws of Uganda, parliament allowed a serving army general to take up a political ministerial post. Considering the huge sums spent on organising parliamentary elections and then the cost of maintaining the MPs who can't defend our constitution, I am suggesting that parliament be suspended and replaced by a national committee of NRM Cadres. The cadres would be handpicked by the president from the districts and therefore we would save billions that usually go to elections which can be used to construct roads, schools, to buy more teargas, etc.
The cadres would not cause us any anxiety as they would approve the President's proposals immediately unlike parliament which first puts us in the mood that they are going to defend the constitution only to disappoint us on the last hour!!!
An interesting Modest proposal though unconstitutional. But what the hell! The constitution no longer matters to the president. It is an annoying book than can be thrown to the rubbish pit whenever it gets in the way. Uganda has got a military rule using greedy pretentious so called people's representatives. MPs now means '(Matters of Personal security'. our constitution is now history. We therefore can't talk of what is constitutional or unconstitutional. We are now making proposals which we think can take us through this interim period.
Uganda is just a project for those who went to the bush and its we the poor Ugandans funding it. The 9th Parliament, is so far the worst after the 7th Parliament, in terms of constitutional rape, political sycophancy, self aggrandisement, political (Presidential / Executive) compromise, and 'constituency touch base'. Save for the Speaker Hon. Kadaga for her firm stand (though with a lot of pressure) for constitutionalism and rule of law.
Is there any more need for Public Servants to first retire before participating in active politics with this precedent? Where things have reached I don't think that pretence can help anyone. Instead it is costly. We would be saved a lot of inconvenience if the president started ruling using direct decrees instead of indirect decrees which he uses currently.
