A fool and his money are very easily parted indeed! As for money, I understand the president used his "small" presidential budget and not government money! Am I the only one who is confused? Last time I checked the president was fed on the country's titty! The presidents office budget is part of government money belonging to the taxpayer. The only money the president can claim to be his is his salary! So unless these tractors were bought using his salary, they were funded by government ... read taxpayers money! Every year the taxpayer is burdened by extra supplementary budgets to top up the presidents office's budget. They do not seem to be able to ever balance their books and cannot forecast their expenditure! But then again Mr Kikutiya goes around dishing out goods and brown envelopes now upgraded to sacks of money with no accountability and when it runs out, they run back to parliamentarians whom they occasionally bribe with some brown envelopes too to keep them happy! There is a major problem with prolonged incumbence! After a man has spent half of his adult life in and brought up all of his children and grandchildren in state house, he starts to believe its his family home and the country's central bank his personal piggy bank! Handing out goodies to groups that cannot even write a proposal or plan for their use is throwing good money after bad money! God save Uganda!"
