{UAH} RPF Veterans Arrested For Torturing Asylum Seeker

Old Kampala Police are holding two veterans of the Rwanda Patriotic Front – RPF for clobbering an asylum seeker.

Christopher Busigo and Charles Sande are accused of assaulting Pascal Munirakiza, Rwandese student who fled to Uganda from the Democratic Republic of Congo – DRC for asylum.

The suspects allegedly kidnapped their victim from Kyaka refugee camp and took him to a safe house in Bweyogerere where he was tortured.  He appeared on the front page on the front page of Daily Monitor paper on Tuesday with torture marks on his body.

Munirakiza was found lying in Lusaze cemetery in Rubaga division on Saturday morning. The duo was arrested on Tuesday morning as they tried to get access to kill him.

However, on arrival they found officials from the Office of the Prime Minister, Police and UNHCR. Sources close to the investigations have intimated that the two officers were not ordinary refugees but well trained military personnel. The suspects have allegedly confessed to working closely with two officers at the rank of Lieutenant Colonel in the UPDF.


Munirakiza was the third Rwandan Asylum seeker to be kidnapped in three weeks alongside Innocent Kaliisa and Joel Mutabazi. Police also stopped the extradition of Mutabazi to Rwanda using a fake Interpol warrant. Innocent Kaliisa is still missing.

Munirakiza's escape from a military camp in DR Congo comes barely two months after a group of sixteen Rwandan students fled into Uganda claiming that they were being forcefully conscripted into M23 Rebel ranks. Maj. Gen. Frank Mugambage, the Rwanda Ambassador to Kampala has since come-out and dismissed the allegations saying the students had cheated during examinations.

Christopher Busigo and Charles Sande are expected to appear in court this week to face charges of kidnap with intent to murder.  Ibin Ssekumbi, the Kampala Metropolitan Spokesperson confirmed the arrest of the suspect but declined to divulge further details. This development has thrown the entire Rwandan Asylum seeker community in disarray and sent them into hiding for fear of being kidnapped.

Two of the Rwandan students who fled to Uganda in June expressed fear for their lives following an increase in the kidnapping in Kampala. The students who declined to be named said their parents were being tortured.
