An explanation by the Julia Sebutinde Junk Chopper Probe team why Salim Saleh was guilty. Mps think he should have been the one to lead the probe into the crushed helicopters since he was the one who purchased them! But as usual, the president who chose him and he is the law in Uganda overrode them.
