In the theoretical framework Ghadafi  layed out in his book "THE GREEN BOOK", he argued that elected members of parliaments do not necessarily represent the views of those who voted them to parliament. And that was precisely why according to him, his Green book "presents the ultimate solution to the problem of the proper instrument of government"

"Political struggle that results in the victory of a candidate with, for example, 51% of the votes leads to a dictatorial governing body in the guise of a false democracy, since 49% of the electorate is ruled by an instrument of government they did not vote for, but which has been imposed upon them. Such is dictatorship. Besides, this political conflict may produce a governing body that represents only a minority"

He says, if the votes are distributed among several candidates, though one polls more than the others, the sum votes received by those who received fewer votes might well constitute an overwhelming majority. However, the candidates with fewer votes wins and his success is regarded as legitimate and democratic!

While I agree that politicians don't always act in the best interests of those who elected them, I still think that democracy is the best system for government that we have. If the majority of their constituents don't like what they are doing, then (assuming a real democracy with free and fair elections) they have the option of electing someone else next time.
