In Summary
The major, who has been a member of the FDC for 12 years, says he does not see any other party or person who can help him in the fight against HIV/Aids than NRM and President Museveni.
Former head of electoral affairs of FDC party Rubaramira Ruranga yesterday said he was ready to work with President Museveni and the NRM in the fight against HIV/Aids.
Maj Rubaramira's remarks gave credence to information that he had crossed back to the ruling party.
However, when this newspaper yesterday asked Maj Rubaramira to clarify the matter, he became cagey, demanding to know why he was being 'interrogated'.
"Why are you people [the media] interrogating me? Are you a police officer?" he queried.
Maj Rubaramiraha has served in FDC for the last 12 years.
Information has been circulating on social media and tabloid press that Maj Rubaramira had crossed back to NRM after being promised a "juicy" job and other pickings.
NRM party spokesperson Mary Karooro Okurut could neither confirm nor deny the allegation.
She said: "I have not yet got an official communication but as soon as I get it I will publicise it."
In a telephone interview yesterday, Maj Rubaramira acknowledged meeting President Museveni this week but maintained that the gist of their discussions was about the fight against HIV/Aids, though "politics was discussed in the latter stages".
"Me and President Museveni were together in the bush [in Luwero Triangle between 1981 to 1986]. He later helped me in the efforts against Aids. I do not see any other party or person who can help me in the fight against Aids than President Museveni and the NRM," Maj Rubaramira said.
He added: "For me the whole thing is not about the party that I am in. When I am talking about the fight against Aids, it goes beyond political parties, it is about how much I can do to stop the spread of Aids which does not discriminate based on political parties.
On Monday, Maj Rubaramira met President Museveni at his country home in Rwakiitura, Kiruhura, where the retired army major reportedly tabled a raft of demands to the head of state.
Rubaramira, a self-confessed HIV carrier has been at the forefront in the fight against AIDS having been the executive director of National Guidance and Empowerment Network of people living with HIV/Aids in Uganda (NGEN).
A compatriot of Mr Museveni dating back to the days of the 1981-86 bush war that ushered this government into power, Maj Rubaramira fell out with the regime in 2001 and joined a group of former NRM officials who coalesced to form the Reform Agenda.
Reform Agenda would later merge with the Parliamentary Advocacy Forum to give birth to FDC.
His last major activity with FDC was as head of the campaign team of the Leader of Opposition in Parliament, Mr Nandala Mafabi, during last year's party presidential elections. When Mr Mafabi lost the presidency to Maj Gen Mugisha Muntu, he led the petitioners that alleged electoral fraud.

December 12, 2005: Former commander of the Military Police Col Dick Bugingo slaps Naj Rubaramira in the face leaving him injured during a demonstration by FDC party to highlight harassment of opposition supporters.
