At best, the Nyumba Kumi program is academic.
This theory of governing is fascinating because of its simplicity. It is predicated on the question: "Of the 10 households amongst us, who can get away with any kind of mischief?"
The Nyumba Kumi system morphed from the Russian Revolution of 1917 when small-size soviets or councils were set ut to keep any eye on anyone within their neighborhood who did not profess loyalty to the revolution.
So, the soviets or Councils were mainly village-level, counter-intelligence systems.
Subsequent revolutions around the world emulated the Russian Soviets, top among them the Chinese, Cubans, Libyans and even Uganda. If you follow the experiences of those societies and how they faired under the nyumba-kumi system, you should fear for Kenya now.
In a highly tribalized, suspicious and acrinomious society like Kenya, Nyumba Kumi is tantamount to adding gasoline to fire. The shock from the recent terrorist attacks are understandable, but instituting a system that allows neighbors to pry into each other's private lives, will lead to even more violence.
