Kenya: The government has ordered the implementation of “Nyumba Kumi†(ten houses) community policing concept in an effort to enhance security in villages.

Interior Cabinet Secretary Joseph ole Lenku told security chiefs in Nairobi to ensure the current system of villages under a village elder were restructured into ten household units,  with a clear leadership structure that will be responsible for thesecurity of the concerned households.

“As Regional Coordinators and County Commissioners, you should urgently mobilise and sensitise your grassroots staff to immediately embark on the implementation of the concept as a strategy to enhance security in your respective jurisdictions,†said Lenku.

He said the concept has been tried in Tanzania with positive impact in terms of improved security.

The minister said the concept will be rolled out in both rural and urban areas with the aim of encouraging Kenyans to know their neighbours.

He made the remarks in Nairobi when he addressed a forum on infrastructure for peace for regional coodinators and county commissioners.

Ole Lenku said the government had resolved to enhance border control management through various securityinitiatives including passenger profiling and screening of persons entering and leaving the country.

Suspicious travellers

This, he said, will be done through implementation of Personal Identification Secure Comparison and Evaluation System at the country’s international airports.

The Cabinet Secretary argued the move will assist in combating acquisition of fake Kenyan identification documents.

He added the system had the ability to identify and intercept known criminals and terrorists and track suspicious travellers. The new measures come in the wake of the terror attack on Westgate, which left over 60 people dead and 200 others  injured.


Lenku said terrorism remained  one of the greatest challenges to international peace, security and development.  He noted that the myriad security challenges in the country were as a result of both internal and international factors, including poverty, unemployment, food security, cross-border conflict, terrorism and instability in neighbouring countries.
