{UAH} Uganda, Kenya, Rwanda to draft EA constitution?

Uganda, Kenya, Rwanda to draft EA constitution.

During the tri-lateral meetings between Museveni, Kenya's Uhuru Kenyatta and Paul Kagame of Rwanda in june and august in which ambitious infrastructure developments were mooted, the Ugandan leader was tasked to spearhead railway development and fast tracking the federation.

On his part, Kenyatta was assigned to spearhead electricity generation and distribution, as well as oil pipeline development. Kagame on the other hand, was tasked with issues of customs, a single tourist visa, and an East African community card.

However the absence of Tanzania and Burundi raised eyebrows and President Museveni said those absent would be briefed.

It was widely reported then that the little enthusiasm for fast-tracking the federation in Tz was borne out of concerns about the country's land and minerals. Tanzania has more land and minerals than any other East African member state. additionally Tz is already belongs to a more powerful South African Development Organisation (SADC). Gen Aronda Nyakairima , Uganda's Internal affairs minister has been tasked to head the committee that will draft the constitution.

Is it okay for the EA presidents to draft a constitution without consulting their citizens through a referendum? what if there is a referendum and people vote against the federation?
