Quality Assurance Department and change PSU structure
Why should the police investigate the police?! Does this work?
A good example is USA and Britain where racial based cases are bungled by the very police intended to keep peace, law and order.
I am amazed that a civilian like me, must have heard about rape or forced sex especially of young women, by Asians in Asian based firms or companies and Uganda police force or at least Uganda police intelligence did not know about it!
Notice too that Uganda may be in East Africa, has the highest level of police women in uniform. IGP should ask what happened until Assimwe came out with a leaking and ruptured anus ?!
This case reminds of children sacrifice – which only took a u-turn when a baby from Bugologi was murdered. High priced narcotics entering the country, is another amazing epidemic spreading like wild fire. Once the police get used to this narcotics money, I can assure the police, they would have been defeated in all its corruption, and fight against all types of lawlessness.
I will suggest that IGP, if he is very serious to get to the bottom of the police force corruption – which in my opinion is becoming a danger to itself to do the following;
a. Set up unresolved case research desk/ office in the IGP office – this will look at past cases (specifically children sacrifice/ rape / murder/robbery) that have been taken to PSU or at various police posts around the country, but not resolved. You need to understand why cases are not resolved, and the pattern which is basically the same. Remember Uganda police, is master in making police case files lost, creating new files out of old cases, to look as if the cases have just occurred etc. They are also masters of convincing crime victims (connivance with crime offenders) to drop cases that are winnable in courts of laws!
b. Merge police divisions with the prosecutor's office. This should be an online system. Cases should not stay with the police investigation more than a week. Whenever the case is recorded, and police investigate- within two days, the prosecutor must make a decision to go forward and drop the case.
c. The above calls for a digitised filing and archiving system. China or for that matter Prof. Baryamureba, can be requested to develop an only or single entry record I-pad system. This will have the finger print and signature and picture recognising capabilities. The system can work as a mobile case filing system, can check motorised car registration and traffic offence system, linked to the insurance and tax department (READ ONLY- ROM), if there is an ID system, it will also work as a citizen data base record system: with a database at the police headquarters and a remote database server in one European country, with data copied every 5 minutes to that server. (hiring such a sever will cost less 500 US dollars)
d.Set up a centralised recordable radio based mobile phone system and stop police men/women from using their mobile phones. Some police men/women have more than two lines why? I have never seen a police force which used own phones to conduct official police business! Money stolen for traffic offenders is sent to phones. Corruption in the police is conducted on these phone lines.
eThe IGP must also understand the police force predicament. Poor housing, feeding, very low salaries, very poor working environments. Therefore set up police quality assurance department that will not only scrutinises professional conduct but also assure quality and standard working environments.
f.The police force must have their uniforms left at the work place. They change in once they are at work.
g.The police had created a mobile police. I do however doubt if this system is really working- this and the fire police is what the quality assurance system will be testing now and again.
