My question is, why does KAMPALA have a minster in charge of KAMPALA appointed by the President and an Executive Director that is also appointed by the President and then have a Mayor elected by the people??? Of the three, who is accountable to the people of KAMPALA and holds the views and voices of the people??? To me that's where the problem originates,,, if the three were people elect, maybe there would have been checks and balances on how the three leaders are doing their JOBS. UGANDA should be a DEMOCRATIC COUNTRY, where by different views and opinions are embraced, whether we agree or disagree.
