Kareba is a Rwandese who joined NRA in Luwero. Since coming to power,
Kareba served under Protocol department of NRA. He took it over after
the death of Maj. Jerome Bwende. He is one of the many Rwandese who
remained behind when the RPF took over Rwanda. Others are Brig. John
Mateeka, Brig. John Mugume Chagga, and others. Kareba was moved to
head the NRA Sports department when the SFG took over protocol in the
NRA. Its because of his experience in matters of protocol that Kareba
was selected to be the aide de camp to the visiting Queen.
