{UAH} H.E MAJOR KINOBE'S VIEW ON DEVELOPMENTS IN D.R. CONGO
The recent victory by DRC and UN Intervention Brigade forces over the
M23 is not in anyway going to polarize our relations with DRC. The
South African troops are part of the UN mandated Intervention Brigade,
an idea generated by the Great Lakes Region Leaders and SADC, under
the Chair of Uganda (President Museveni) that was later endorsed and
adopted by the UNSC. The contingent comprises of troops from Tanzania,
SA, Malawi and backed by MONUSCO. There is no diplomatic wrangling
because all that is being done is under the the Addis Ababa Peace
Security Framework, under which Uganda is a signatory.
On 4th Nov 2013, a Joint Summit of Presidents of the Great Lakes
Region and SADC will convene in South Africa to continue with the
discussions on Security in Eastern DRC & the region. The Brigade is
mandated to fight all negative forces in the region, including but
limited to M23, ADF, FDLR, FNL.....
The Kampala peace talks are still on to conclude that process of
getting a permanent and lasting solution. The advantage is that this
time DRC is negotiating from a stronger position. Magnanimity is
always exercised by the strong, so there is hope that there will be
agreement to conclude that process also.
Uganda supports and is strongly committed to all efforts to restore
peace and security in the GLR.
