{UAH} House withdraws decision on young employees

Why is our Parliament engaged in this blantant age discrimination?
 
From this story, Parliament had made a decision to hire only applicants younger than 27 years old. The first question is; Why set such an age limit to one's qualifications? What's the main (qualitative) performance difference between a 27 and a 28 or 29 year old applicant?
 
Secondly, this level of discrimination is allowed elsewhere in Uganda. I've come across job ads with similar age limits: Must be under 35! Some are sexist: Only men are invited to apply!
 
One would have thought that Parliament was above this bias.

PARLIAMENT- Parliament has rescinded its decision that sought to recruit young people below 27 years for senior management positions.
 
This comes amid complaints by, among others, Ms Cecilia Ogwal, the Dokolo Woman MP, who said capping the age limit to 27 would deny many experienced youth an opportunity to apply for jobs at Parliament.
 
On Thursday, Mr Jacob Oulanyah, the Deputy Speaker of Parliament, said: "The upper age limits has been removed and the supplementary addendum of application would soon appear in the newspapers."
 
Mr Bernard Atiku, the MP of Ayivu County, said the Parliamentary Commission should have maintained the 27-years-old limit. "If the cap is removed, it is going to open a window for people who are already employed to also come and compete with younger people who are longing to join this institution," said Mr Atiku
