'Kampala already in Museveni's hands'

Kampala minister Frank Tumwebaze has scoffed at the opposition legislators who accuse President Museveni of wanting to topple an elected Lord Mayor using "duplicitous methods".

The minister was at the weekend reacting to accusations by the opposition that after failing to take over Kampala through the ballot, President Museveni now wants to unseat Lord Mayor Erias Lukwago using the Justice Catherine Bamugemereire's Tribunal as a cover-up.

Mr Tumwebaze, who is also the minister for Presidency, told opposition legislators that they are wasting time because Kampala is already in President Museveni's hands.

"What do they mean that the President wants to take over Kampala? It's already in his hands as the Leader of Central Government," Mr Tumwebaze said.
"The Constitution puts the leadership of Kampala in the hands of Central Government. All the other leaders in the authority including the mayor perform delegated roles."

He added: "They (opposition) are being diversionary as usual whenever they lose out on a situation. Is it the President that discussed and passed the KCCA Act which provides for among others, the process of removing the Lord Mayor by any aggrieved group?"
