{UAH} PLAN B FOR M23, GEN NGABO

This is my finding there are many rebel groups in DRC but 

1- Why do they have to sign the agreement with one group? This is all proving that there is a set plan be as we had early posted on the forum

2- If they wanted to sign all the rebel groups why couldn't them talk or make arrangements with all? Point to prove again the Plan B
