Turn KCCA Act into City Planning Act
The parliament should change, revise and upgrade the Kampala City Council Authority Act into a City Council Authority Act to accommodate for more 8 region capitals namely; Arua, Gulu, Hoima, Mbale, Jinja, Kabale, Soroti and Mbarara instead of designing another law that will cost money and time.
The law should provide for specific items namely; administrative, organisational and enforcement of council resolutions. The political wing should be crafted to monitor and evaluate enforcement and budgetary issue only and strictly not meddling into Physical Planning which is technical issue.
