{UAH} How far have we reached towards becoming a modern state,and why?

The late Hon Wapakhabulo once said that,''with the enactment of the 1995 constitution,Ugandans, unless they chose to disrupt themselves ,are building what is bound to become in 10-20yrs from now ,a truly modern state".


We are now 18 years in our constitutional journey,how far have we reached towards becoming a modern state,and why?
