For times and purpose of the Law, Kampala is culturally and legally Buganda, no matter how so much people hate to hear that. . Article 5(2) of the present 1995 Constitution of Uganda says "the capital of Uganda is Kampala." Article 178 (3) of the Constitution of Uganda says: "Subject to clause (1) of this article and to the provisions of this Constitution, the districts of Buganda as specified in the First Schedule to this Constitution shall be deemed to have agreed to cooperate on the coming into force of this Constitution." Kampala is one of the Districts of Buganda specified under section 5 of the First Schedule to the Constitution. Section 3(1) of the Kampala Capital City Act, 2010 ["the KCCA Act"] says: "in accordance with article 5 of the Constitution, Kampala, located in Buganda, is declared the capital city of Uganda."

In fact, according to some traditional inquiries into the recent murders in Kampala and Mukono of several Baganda, the perpetrators are economic migrants from other ethnic regions who came to Buganda. The apparent forcible entry and detainers of several Buganda lands as well as discriminatory award of taxpayer-funded bursaries and scholarships by State House and corrupt privatisation of most income generating public assets in Buganda region, to a few individuals connected to those in power, reveal a discriminative policy, but soon it will be no more !.
