Parliament- In an apparent gesture of "cease fire", MPs have hailed a meeting between the Leader of Opposition in Parliament and the Prime Minister as the only effective political solution that will relax the standoff in Kampala City.

Without delving into the specifics of their closed-door discussion, the Prime Minister, Mr Amama Mbabazi, told Parliament yesterday that the idea (dialogue) was initiated by the Leader of Opposition, Mr Nandala Mafabi, with talks focused at resolving the standoff.

Mr Mbabazi promised to deliver a detailed statement to Parliament today explaining the plight of Dr Kizza Besigye, who remains confined at his home in Kasangati, Wakiso District.

The statement will also respond to the questions raised by Mr Mafabi in his statement to Parliament on the saga at KCCA.
While police have since vacated the premises of the Kampala Lord Mayor, Mr Erias Lukwago, they continue to have a heavy presence at Dr Besigye's home.
Opposition MPs who spoke to Daily Monitor yesterday welcomed the dialogue but insisted that the continued confinement of Dr Besigye was a violation of human rights.

Mr Mbabazi said: "I have been in contact with Mr Mafabi and I want to assure the House and the country that through dialogue, we will find a solution to the problems we are facing."

Confirmed meeting
Mr Mafabi confirmed to the House that he had met the Prime Minister to discuss the continued harassment of opposition leaders in the country.

He said the last few weeks have been gloomy for the democratic progress in the country, compounded by wanton arrests and illegal detentions and public flogging of civilians, among others. In his statement today, the Prime Minister is expected to explain the allegations that he came out boldly and said that the government could not accept a court ruling on the tribunal report.

He will also explain the continued arrest of journalists on allegations that they incited violence and the disputed closure of Kampala Capital City Authority last week.
