What catches my interest is the system failure.HOW THE HELL COULD HE NOT HAVE PAID HIS RENT FOR FOUR (4!!!) YEARS AND STILL MAINTAINED THE TENANCY?

What kind of contract did he have? The Landlord must be crazyto draw such a contract.The landlord needs to be given ten "KIBOKOS"
for the road!!!

On a serious note, this is what happens when the jurdiciary, the legislation and the executive is one and the same. Just like the problem the government has with implementation.

There are so powerful organisations (interest groups) as well as powerful and whealthy individuals besides corruption, who have vested interest to see to it that legislations are not implemented.

Otherwise, a normal contract breach would lead to notice to quit.

I know he's not alone, but that does not help matters when government officials refuse to learn how earn a living outside of the goverment.
