Otherwise you are right about those players who rise from not owning sandles to abundant whealth over night. We had then plenty during Amin's regim era. Some one rise from a private to Major just like that or another from a maize roster at the Golf Club to a Tycoon...., in one day!!

On a serious note, this is what happens when the jurdiciary, the legislation and the executive is one and the same. Just like the problem the government has with implementation.

There are so powerful organisations (interest groups) as well as powerful and whealthy individuals besides corruption, who have vested interest to see to it that legislations are not implemented.

Otherwise, a normal contract breach would lead to notice to quit.

I know he's not alone, but that does not help matters when government officials refuse to learn how earn a living outside of the goverment.
