{UAH} Ministry of Housing and Urban Development /Town Clerks

The Sooner the Ministry of Urban Development and Housing start developing our awful and dirty urban centers the lesser the future problems.

Africa and Uganda in particular is in a grotesque conditions with very pitiful condition both in rural and urban areas.  What are the town clerks doing really who can't order streets to be cleaned?
