ON WHY MUSEVENI WOULD KILL KAZINI!
Upon taking over government, Kazini was appointed the C.O of 14th Batallion based in Arua. In Arua, he used his position to harrass former members of the Moses Ali group who had lost out on the war. Moses Ali who was a Cabinet Minister intervened and Capt. Kazini was transfered to Kampala as a C.O in Lubiri barracks. During that time Moses Ali was detained for years in the underground cells of Lubiri barrack under the constant torment of Kazini.
In 1989 he was made a Major and appointed the C.O of Military Police replacing Lt. Col. Oliver Odweyo whom he had framed up with allegations of treason. Odweyo later died in detention. During this time, he jumped out and instead reported about a smuggling racket that involved senior officers including his own brother, Col. Jet Mwebaze. He came to prominence when he brutally suppressed a riot by Moslems of the Tabliq sect in Kampala. During the same time, he used his position to antagonise with many senior army officers through uncalled for harrassment. Military police in Makindye almost clashed with the Lubiri based NRA under Kazoora.
In 1991 as a Lt. Col he was posted to the Masaka based Mechanised unit to replace Col. Kiiza Besigye. He felt insecure and harrassed his qualified Deputy David Lyangombe who was put on Katebe. He took the innitiative to deploy tanks to the Presidential Protection Unit to boost Museveni's security following the murder of the Burundi President. He dismissed from the army some junior officers on accusations of having inquired about the tanks sent to the PPU. At the same time he was tasked to coordinate the monitoring of Gen Tinyefuza's alleged subversive activities in Sembabule. He was being assisted by his unit I.O Capt. Godfrey Lule and DMI's Banson Mande under Aronda's supervision.
He was moved to the army headquarters as the Camp Commandant. At hqs, he antagonised with all senior officers including civilian MOD employees. Because of his high handedness, the operations of the Ghqs allmost came to a halt before Museveni interved. Museveni sent him to West Nile to handle the WNBF of Juma Oris and UNRF II of Bamuze. In West Nile he was soon embroiled in setlling his historical personal graviences with West Nilers. He was replaced by Katumba Wamala to take charge of West Nile.
In 1996, he was made a Colonel and sent to Gulu under Cheif Ali who was the 4th Div C.O. Kazini's role was not clearly spelled out. He was made the 4th Div. C.O but not to include Katumba Wamala's West Nile region. Katumba Wamala successfuly handled the West Nile rebellion. Cheif Ali was made a figure head Chief of Staff. Shortly after Kaziini was sent to Kasese to fight ADF rebels. Soon he undermined Cheif Ali using the later's ADC, Nuwe Kyepaka by alleging that Cheif Ali was involved in subversion.
Kazini was made a Brigadier and appointed Chief of Staff (COS). As COS, he undermined Charles Angina's efforts to fight the ADF in Rwenzori mountain by denying him logistics. As COS, he spearheaded the invasion of Congo where he replaced Muheesi. Shortly after he was made the commander of Operation Safe Heven (OSH) in the Congo.
His role in the Congo is well documented. He oversaw the killings and plunder in both the Congo and Central African Republic. The UN, the the Justice Porter Commission and the joint Uganda/Rwanda investigation team found Kaziini culpable of orchestrating attrocities in the Congo. Instead, Museveni promoted him to Maj. Gen and made him the overall Army Commander (AC).
As COS and AC, he helped alot in privatising the army through irregular recruitment, promotions, deployments and appointments. At the same time sidelining and persecuting into exile the unwantded ones. By relieving him of duties in 2003 and his subsequent court martialing, Museveni was trying to delink himself from the laters misdeeds in the Congo. The flimsy charges of creating ghost soldiers was a sham. That is why the court martial granted him bail upon an exceptionary presentation of a civillian surity and then allowed to proceed to Ghana for a course. The three years conviction was a mere design meant to hoodwink the Ugandans and donors. His alleged subversion never existed. The 7000 recruits were raised, trained and deployed with Museveni's blessing. The Brigade in Arua was under Museveni's former body Guard Sam Kavuma and it was a standby force to help Congo's Bemba topple Kabila. Upto the time of his death Museveni had assigned Kazini to South Sudan.
Its ICC's ringing bells that made Kazini a dead scapegoat.

WHAT PROVOKED IDDI AMIN(UPC) TO BECOME BRUTAL?
No doubt the Iddi Amin government was set to lead the country to stability and prosperity. However, this was not good news to those in exile who were bent on dislodging the new Iddi Amin government. All efforts were made to destabilise and turnish the image of the Iddi Amin government by groups in exile. Museveni and Oyite Ojok opened up clandestine subversive guerrilla cells inside Uganda. Driven by ambition, Museveni managed to convince Tanzania's President Nyerere that inside Uganda existed a geral feeling of dissent agains Iddi Amin such tha a slight external invassion would trigger an internal uprising that would dislodge the regime.
President Nyerere blessed and facilitated an open day invasion of Uganda on 17th September 1972. After overunning the Uganda border, the invaders split into two columns - the Okello column headed for Masaka while the Museveni one made up of five trucks headed for Mbarara. Within a few hours, the Uganda Army had overwhelmingly defeated the invaders on the two fronts. Many of the invaders were either killed, captured and the remaining fled back to Tanzania. Worthy noting is the fact that ordinary civilians helped alot in capturing and lynching the disarrayed invaders. Civilians in these areas paid heavily eight years later 1978/79 when Museveni carried out reprisal attacks during the full scale invasion that ousted Iddi Amin. The whole venture had been ill prepared and unnecessary but was driven by Museveni's overambitiousness. This incident and other acts of sabotage that followed made Iddi Amin to behave like a wounded buffalo.

HOW WAS IDDI AMIN FINALLY DISLODGED?
Immediately after crossing the border and entering Uganda, Museveni embarked on recruitment to swell his FRONASA. His first target area was the Rwandese Tutsi refugee camps of Nakivale, Orukinga and Nshungyerezi in Mbarara district. The main fighting group composed of both Tanzania army and Kikosi Maluum took the Masaka (central) Axis where actual fighting took place. The Uganda army with Libya's backing put up spirited resistance in areas of Masaka and Lukaya. Museveni knew that Kikosi Maluum was a pro-Obote force and he therefore took the Mbarara (western) axis in order to rise his own army that would in future counter balance Kikosi Maluum. As the fighting was ragging on on the Masaka axis, Museveni was busy carrying out reprisal attacks on Muslims in Masaka and Mbarara, gruesome massacre of Moslems in Itendero, ransacling of Kamukuzi palace and destruction of Kakoba Coffee factory. No such reprisal attacks were recorded in areas controlled by Kikosi Maluum in central, eastern and Northern region. The Ombarch massacre in West Nile took place in an area that was under the control of Museveni even if it was carried out by members of Kikosi Maluum.
Inside Uganda, the Uganda Army conducted the war proffesionally. It adhered to the Geneva convention on armed conflict. It did not attack civilian targets but instead its military police evacuated civilians to safety. Even when withdrawing, the loosing Uganda Army never committed attrocities to the hostile civilians who were jubilating for the advancing victorious forces. The question here is why would the much publcised 'brutal' Uganda army with its 'muderer' commander in Chief, Iddi Amin behave humanely at such a critical moment! The answer is that much of the allegations are for mere propaganda purposes. Much of the regime's human rights violations were committed by the intelligence services. The Uganda army under Iddi Amin remained proffessional but currently under Museveni the military intelligence is the country's lead intelligence agency that guides the regimes politics.
Museveni's efforts to rise a personal army from western Uganda succeeded to some extent. His recruintment theme was 'to break the northern Uganda's dominance of the security services'. He was tactiful in controlling the elistment of recruits by delibarately eliminating the numbers of Ankole Bairus in preference for ethinic Himas and Rwandese Tutsi refugees. That is why John Kazoora was openly turned back by Museveni at Kamukuzi. This how Himas and Tutsis came to dominate leadership in Museveni's current army which he has often defended by arguing that "its because of the western region's historical association with the liberation struggle."
On 11th April 1979 Kampala fell and David Oyite Ojok of Kikosi Maluum made the announcement on Radio Uganda. Iddi Amin fled to Libya. For Museveni, this marked the end of round one of his journey to the Presidency.

Scots bid to offer Ugandan gay law asylum
SCOTLAND is to offer asylum to Ugandans facing persecution under the country's oppressive new legislation against its gay population.
Humza Yousaf, Minister For External Affairs, has written to UK Foreign Secretary William Hague detailing the Scottish Government's gesture to welcome "any Ugandan" persecuted by the new laws.
It comes on the back of an outcry from the international community at the Ugandan anti-gay legislation and concern over the welcome being extended to countries with anti-gay laws during the Glasgow 2014 Commonwealth Games.
With prominent members of the Ugandan government due in Glasgow this summer, the Scottish Government will also meet representatives of LGBT (lesbian, gay, bisexual, and transgender) groups to discuss proposals on handling human rights issues during the event.
Ugandan leader Yoweri Museveni this week signed a bill that includes life sentences for gay sex and same-sex marriage.
The Commonwealth country had already outlawed same-sex relations but the new law allows life imprisonment as the penalty for acts of "aggravated homosexuality" and also criminalises the "promotion" of homosexuality", where activists encourage others to reveal publicly they are gay.
Lesbians are covered by the bill for the first time.
A day after President Museveni enacted the law a Ugandan newspaper published a list of what it called the country's 200 top homosexuals, including some who previously had not identified themselves as gay.
In his letter Mr Yousaf has urged Mr Hague "to offer asylum to any Ugandans who feels threatened or persecuted by the legislation", adding that "Scotland will play her part in providing asylum for those seeking refuge from this draconian legislation".
He adds that during the Games "no one from any part of the Commonwealth who visits Scotland will be under any doubt about our values as a welcoming, open and tolerant society".
A senior source said: "The issue is now so high profile it is hardly something the Scottish Government or anyone involved in the Games can now shy away from."
Some 41 nations in the 54-member Commonwealth have laws banning homosexuality, many of which date to British Empire legislation that was never repealed.
It is understood discussions with LGBT groups will also focus on other nations with draconian anti-gay laws, such as Nigeria, with efforts also channelled towards attitudes within Scotland's indigenous Pakistani community.
Mr Yousaf said: "The Anti-Homosexuality Bill in Uganda is a huge step back for equality and I have written to the UK Government asking it to make the strongest possible representations to the Government of Uganda.
"I have also urged the UK Foreign Secretary to offer asylum to any Ugandans who suffer threat or persecution as a result of the legislation.
"Ugandan legislation flies in the face of Scotland's values as a welcoming, open and tolerant society and we will continue to monitor the situation closely."
The Kaleidoscope Trust, set up in 2011 to pressure Britain's politicians on LGBT rights in the Commonwealth, welcomed the move, adding: "We have always felt the Games had an important part to play in tackling the scandal of LGBT abuses in the Commonwealth and welcome the Scottish Government taking the bull by the horns."
The Foreign Office had not yet received Mr Yousaf's correspondence but in a previous statement Mr Hague said: "We ask the government of Uganda to protect all its citizens and encourage tolerance, equality and respect. We will continue to press the government of Uganda to defend human rights for all, without discrimination on any grounds."

Kampala- Prime Minister Amama Mbabazi has refused to take responsibility and has defended himself against accusations that he participated in the abuse of funds meant for rehabilitation of northern Uganda and Karamoja.
Mr Mbabazi, who was yesterday cleared by Parliament of any wrongdoing in the scandal involving abuse of more than Shs50 billion, had told MPs on Tuesday the recommendations in a minority report authored by the Kalungu West MP, Joseph Ssewungu, in which he is accused of diverting funds to buy a car [Mercedes Benz] and other escort vehicle were not based on facts.
He said information available indicates that Mr Ssewungu did not attend committee proceedings as members [PAC] considered a final draft of the report.
“I assumed the post of Prime Minister in May 2011. I explained to the committee that there was only one vehicle, which Prof Apolo Nsibambi (former PM) had used for over eight years. The outgoing PM (Prof Nsibambi) needed a car that he would use after his exit from office. ”
“This guaranteed that the office gets a new vehicle due to the fact that the one that was available had been used beyond government’s stipulated time of four years,” he said.
The PM also told the House that the vehicles were not his personal property and they could be available to anyone who would come in the office after him.
He also dismissed allegations that he blocked the transfer of Mr Kazinda from the OPM, saying he was not aware of Mr Kazinda’s financial impropriety but the time he was being transferred.
I learnt that he (Kazinda) was being transferred without proper handover. So I wanted them to give him time to handover,” he said.
According to available information Mr Kazinda was a principal figure in the loss of more than Shs50 billion at the OPM office meant for the rehabilitation northern Uganda and Karamoja.
Mr Kanzinda, the former chief accountant in the OPM, was recently convicted for his role in the loss of billions of Shillings.

Ghetto president, the Ragga artiste commonly known as Bobi Wine sent the crowd rolling with laughter yesterday when he uttered a harmless praise for the police spokesperson, Judith Nabakooba.
While entertaining fans at the launch of community policing in Kabalagala, Bobi told Nabakooba that she is “well built” and has a good figure.
He said this as he sang his hit song and beloved by his ghetto fans "Teliyo Mulimu Mubi", according to eyewitnesses.
The ghetto president is renowned for outing developmental as well as critical songs that fight for the rights of ordinary people.
His not long ago Jenifer rocked airwaves across the country as the singer extended the people’s message to Kampala Capital City Authiry(KCCA) ED, Jenifer Musisi.
He also sung others like “Kadingo” to advocate for self hygiene and good sanitation.
He is also reputed for Kiwani which explains the hard survival tactics that common people employ to make it through a tough world.
