{UAH} Diaspora Ugandans to return for National IDs
Tim,
for obvious reasons (immigration status, cost of flying to Kla, etc), the vast majority of Ugandans in the diaspora cannot go back to Kla. The government of Uganda would be better advised to issue IDs to Ugandans in the diaspora via embassies...the government can ask a person to mail their Uganda passport (expired or not) to the embassy as proof of citizenship and then get the IDs (and the passport) mailed back to them.
After all, a passport is proof of citizenship.
thanks

Subject: UNAALIST Diaspora Ugandans to return for National IDs
Fellow UNAA Members,
This is the time for us to come together and advocate on an issue which affects us.Ugandans living in the Diaspora (outside Uganda) will be expected to come back to Uganda if they would like to obtain their National Identity Cards (IDs).The Minister of Internal Affairs General Aronda Nyakairima says they will not receive Identity Cards from where they are. He advised that they should take this seriously because the Government of Uganda will base on the National IDs to offer services to the people of Uganda, those in the Diaspora inclusive.
Nyakairima also asks civil society to back the mass enrollment exercise which he says is in the interest of Uganda.Nyakairima says it will support the fight against crime and will make it easy for citizens to access services such as loans in Banks, among others.
The National ID project is estimated to cost at least 285 billion shillings to have all Ugandans enroll.
