President Museveni lied when he feigned ignorance of mass atrocities against civilians by his soldiers in Northern and Eastern Uganda.He was aware at all times and was informed by groups like Amnesty International and Human Rights Watch of broad day light violations of his commanders. In all the reported cases, no investigations were carried in spite of promises of doing so. The commanders were all promoted after the 'tour' of the North.Here is the first such documents with names and dates of atrocities.
