THE WAY FORWARD ON FEDERALISM YOU DON'T HAVE TO BE A CONSERVATIVE TO KNOW THIS::
1 Those who hate Federalism partially think that the system is uniform in all places. That is not so. the prescription I would administer to Uganda with reference to its character sketch and rich mosaic of history is the high breed model. This is the model where Kingdom areas amicably exist along with non Kingdom areas as is the case in Malaysia today. In Malaysia, there are five Kingdom areas co-existing with 9 non Kingdom areas. The traditional areas already exist and in same areas , they do functions. Why should any one wast such a resource in an atmosphere of scarce resources
2 Let the said hybrid model be floated and explained to all the people of Uganda. let the said Federal model be for all regions In situation where districts have failed live to their expectations in terms of service delivery, a good number of people will go for a Federation. decentralization has failed to work. it is instead stirring corruption, duplication of service and it is a source of indecision.
3 The quest for Federalism in east Africa should not be left hanging should be relatable to the Federal demand in Uganda. i am not competent enough to relate the same to Kenya or Tanzania However, at the continental level, countries like Nigeria, Ethiopia, South Africa Namibia operate on the basis of the Federal principle.
4 It is no longer fashionable for political parties to advocate Human rights tenets De-linked value. Federalism is a value, which can adequately nurse fundamentalism related to the advocate of freedom, Democracy for federalism essentially means the right to be free
