MORE NEEDS TO WHY UGANDA SHOULD REVISIT THE FEDERAL PLEDGE:
3: Between 1962 and 1966 when we had a federal arrangement, Uganda's income per capita was the highest in the sub-Saharan desert Africa with the exception of of white-dominated south Africa. Our social services infrastructure could have been the best in east Africa. The exciting markets in the country at that time were viable economically and politically and formed the basis of survival for the population in rural and urban areas.
4: since the abolition of the 1962 constitution, Ugandans have never fully settled dawn. we are always on the run. if the area where you live is secure today , it may not be secure 5 years after. Uganda's divers communities require a federal Government arrangement to course sustainable sanity and security. The people of karamoja needn't be disarmed because they can't control the arms Government gave them to fight cattle rustling. what the require is an organized Government arrangement to enable them control those arms with activities and power. They also need a small parliament to interpret law and formulate operational laws to suit their environment
5: Uganda's present debt burden is nearly $4 billion. that in the developing country like Uganda is a lot of money. Parliament passes motion seeking to borrow money for various purposes nearly every month. No one knows where that money goes. All we know is that Uganda is among the most indebted and corrupted and corrupt Nation in the world. The books of the presidents office in the auditor general's office shows red signals year after year. if any one wants one's District to develop , one must cling to the President or related heavyweights so as to attract funding . that is a bad signal. it means that only the President commands the power towards development. Let the powers go dawn to the regions so that the center doesn't monopolize and dominate development. The National cake must be shared equitably.
