{UAH} Kayihura rebukes spies over Besigye escape

IGP, KK must be a frustrated police chief.

 

Here, he's castigating his intelligence operatives for continually "sleeping on the job" while Besigye sneaks around them to escape to town.

 

But here is KK's quagmire: he is giving this tongue-lashing at the graduation ceremony of more of the same intelligence officers! So, the question might not be the commitment of his intel. operatives, but rather what they consider to be their mission. Keeping Besigye marooned at his house should not be part of an intelligence officer's job description.
