NRA IN SOUTH SUDAN - A TEST FOR MUSEVENI'S LIFE PRESIDENCY PROJECT

After suppressing all forms of peaceful internal dissent by unleashing terror through his personalcontrol of the security forces, Museveni is aware that the only option left for Ugandans to free themselves is the use of arms to dislodge him from power. He also knows that such a scenario is only possible with external assistance. By advocating for the fast tracking of the East African Community coupled by attempts to have Eastern DRC secede from DRC, Museveni wanted to secure his borders from external backed armed opposition.

Though frustrated by Tanzanias alleged foot dragging, his frustrations have been relieved by the South Sudan military adventure. In the same regard, he was opposed to the NATO intervention in Libya and threatened thus ".......... it that is the case we shall have another Vietnam." His dream of "African solution to African problems" came true when his army recently intervened in Southern Sudan. Of course, his argument of "African solution to African problems" is nothing but a means of protecting dictatorial African regimes to remain in power as is his own case of 28 years now since he took over power. Driven by the same motivation, he intervened in South Sudan. Out of excitement, he is now advocating for a continental African  Intervention Force. He has always held the UN and the west in contempt and now the South Sudan military adventure has provided him with ample opportunity to discredit them. He has repeatedly referred to the UN presence in eastern DRC as military tourism and that his troops are succeeding in Somalia where the US army was defeated. He is indirectly attacking the UN and the West by advising his protege Salva Kirr to carry out acts of defiance against the UN and the west. To Museveni, his military adventure in South Sudan is a victory against the West and that is why he is in a combative mood these days; most of the time he is donning a military uniform and an AK 47 riffle on his back.

Museveni has personal grudges to settle with the rebelling faction of South Sudan and in particular the detained SPLM Secretary General Pagan Anum.At the height of the LRA insurgency in northern Uganda, his intelligence findings indicated that Pagan Anum was the link man between LRA and Khartoum. When the crisis within SPLM reached its in Dec 2013, Museveni could not afford to seen a take over of South Sudan government by the likes of Pagan Anum and company. If anything, he had contributed to the crisis much earlier by advising Salvar Kirr to purge the now rebelling former comrades of his. His greatest fear is a regime in southern Sudan that may be friendly to his most feared dissenters in northern Uganda and West Nile regions.   

Therefore, his intention is to keep his troops in South Sudan as long as he is still the President ofUganda. He will make sure that the Nuers and company are thoroughly beaten into submission as was the case with the Ugandans in the northern, eastern and west Nile regions. However, with the growing pressure for his forces to withdraw from South Sudan, we are yet to see if he will give in or he will use the usual tactic of threatening to withdraw his forces from Somalia.
