Museveni: EA to Develop Powerful Army

President Yoweri Museveni has revealed that one of the reasons he is pushing for the East African federation is to enable the region develop a powerful joint military force to combat external interference.
Museveni told the NRM retreat at Kyankwanzi on Saturday that the region continues to face instability due to the absence of a united defence front.
“We are also continuing to work hard for the realization of the East African Federation so as to be able to deal with the strategic aspects. The economies may be integrated. How about the politics? How about the defence?” Museveni asked.
“How about the strategic security and development - weapons development, army development etc? We still depend on weapons from the outside and the armies are not developed to World standards so as to guarantee the future of the African people,” he added.
“The East African Federation will cure this. Even mutual assistance faces obstacles as long as the issue of political integration is not addressed.”
Museveni’s statement comes at a time when the East African armies are conducting joint training sessions.
In January, Defence officials from Kenya, Rwanda and Uganda met in Kigali where they signed pacts.
The Mutual Defence and Security Pacts are expected to address the threats of several marauding negative armed groups such as the Genocidal FDLR, terrorist groups of ADF-NALU and Al-Shabaab and several transnational crimes that require collective Security framework.
However, there are concerns that a powerful military force could be abused by some leaders to clamp down on human rights in their respective countries.
Museveni told NRM leaders that a strong force will deal with security threats.
“The other day bloodletting went on in Kenya for weeks and we could not do anything. Our present limited assistance to our brothers and sisters in South Sudan is being referred to as “interference” from outside by some groups. A Federated East Africa would not face these distractions,” said Museveni.
