{UAH} Ugandans can Invest in their Town/Municipal and Cities

I am toying around with a new urban development concept. Funding of Urban developments. Can't rich Ugandans invest in Urban developments like housing estates, sports stadiums, car parks, recreational centers whic are well organised as it is in Europe or the U.S.A?
The Town/Municipal and City councils gazette and produce Town/Municipal and City structure plans and their after call on Ugandans to invest in estates, commercial center.
I believe such calls for residents to fund such projects as their own future investment will make urban regions more productive, pro people and are not prune to American urban decay. Of course this calls for legislating how much such investment can raise the cost of living in Town/Municipal and Cities.
Let urban centers like Mbarara, Jinja, Hoima,
Ndejje(University Town), Kabale (University Town), Mukono (Univeristy Town) be planned as such instead of the slums which are developing around these very important towns.
