On 26 January 2014,Uganda Dictator Gen. Yoweri Kaguta Museveni, after 28 years of denial and blaming others, admitted his troops, the National Resistance Army (NRA), committed in northern and eastern Uganda, what could amount to crimes of war, crimes against humanity, and genocide. He hastened to add that he Gen. Museveni would investiagate and punish those found responsible and compensate the victims or their descendants. 

Mr. Olara Otunnu is telling Dictator Museveni, not so fast, mister. Hold on a minute. For 28 years, you denied any wrong doing. But now that you admit to some guilt, come out clean and let the country and the world know the full extent of what went on in northern and eastern Uganda. Moreover, you cannot investigate yourself; we need an independent and impartial body made up of eminent and credible Ugandans and non Ugandans of impeccable repute to carry out this investigation and assign responsibility based on the weight of evidence, not political decisions.
