I wonder when President Museveni and the NRM will ever draw the line between the NRM party and the national army.

I understand that the UPDF uniform is a preserve of the national army that must never be politicized. But I get disturbed when I see President Museveni, who is retired, and other NRM party leaders/members moving around in the army-like uniform – especially at the party retreat in Kyankwanzi.

I was further amazed when the president turned out in a military combat during the recent funeral service of Bishop Deogratias Byabazaire in Hoima. At Kyankwanzi, underneath the army uniform-like attire, the members usually wear a yellow T-shirt with a very big image of Mr Museveni.

This indicates that the UPDF, the NRM and Museveni are one and the same. In other words, Uganda is under a military government. Our Parliament is no more. All policies and laws, that matter to perpetuate the NRM leadership, are proposed and passed during the Kyankwanzi retreat.

For instance in 2005, MPs wearing the army uniform-like fatigue sat at Kyankwanzi and passed the removal of presidential term limits from the Constitution. In similar style, the same group recently endorsed Mr Museveni as the 2016 sole NRM presidential candidate.

The endorsement of the denial of bail to suspects of serious crime has also been passed by the same group.

So, who is making laws in Uganda?

I think this is abuse of office by the president as well as an insult to democracy and the law of separation of power.
