I agree with you that UPC is not a dictatorship and I hope it will be to the members those would give their proclamation on regards to this GAY LAW which the NRA/M7ism is trying to own but not the voice of Ugandans through their representatives!

I don't think the UPC has a policy on LBGT issues. But as a libertarian party, I don't think the UPC would criminalise it now. I think UPC would review the whole issue. And it is not up to Otunnu to decide party policy on the issue. It would be the members to do so.
