GEN. BIRARO - MISSION TO NEUTRALIZE OPPOSITION RETIRED ARMY OFFICERS
Recent history has clearly shown that many junior and senior officers are stuck though they would wish to retire from the NRA. The reason is that the few senior officers who have managed to sneak out of the NRA have all been involved in opposition politics against their former Commander in Chief Yoweri Museveni. The likes of Col. Kiiza Besigye, Col. Amanya Mushega, Maj. Gen Mugisha Muntu, Major Kazoora and others are all in the opposition. However, apart from the actions of those retired prompting their colleagues not to be easily released from the army, they failed to eat into the core of the NRA. Its only Col. Besigye who attempted to make an incursion into the NRA but Museveni sternly warned him not to dare interfere with his NRA.
Of recent Museveni has been greatly touched by the desertion and fleeing into exile of Gen David Tinyefuza. His assessment is that its only Tinyefuza who has the capacity to penetrate his NRA but more so the Himas in the NRA who dominate Musevenis elite force and most strategic command positions in the army. Therefore, he had to look for a senior army officer to dispatch into the arena of the retired army officers who are dominating opposition politics. Maj. Gen. Benon Biraro was the candidate for this task. Biraro is a Museveni sycophant on the same footing with the likes of Kayihura and Aronda. Biraro does not disguise his sectarian tendencies. He is a very proud Hima who at one time told soldiers during a lecture in Kyankwanzi when a cow appeared close to the lecture room that it has sensed that he (Biraro) is around.
Therefore, the retirement and entry into partisan politics by Maj. Gen Biraro is a desperate move by Museveni to neutralise domination of opposition politics by retired army officers. It wont be surprising if after accomplishing his mission, Maj. Gen Biraro is appointed to head the Ministry of Defence.
