Imagine, the federal system is not in place and yet people are ready to exercise their right. What more if there is a federal arrangement in place where people know their rights and know that they have voted for a road to be built and the engineer who also comes from within the state decide to sit back or eat the money for the project? It is unthinkable. 

I think the people of Apac are yawning for federalism without even realising it. This applies to the whole country and it is people like you George who are letting them down. What a pity!
