Regions of Uganda should select a proportional number of representatives to come together and discuss issues pertaining the future of Uganda, Communism and Federation.
This too implies the same team will have to review the 1995 constitution, Swiss federalism and soviet communist party structures under Joseph Stalin.Bwanika
