{UAH} Hon. Tumwebaze: Eliminate Town Boards and Plan Pre-1978 Councils and Municipalities- Kampala Expansion

What is the criteria for district, town and town board creation

 

I have proposed the annulment of the Local Government Act (LGA), that will go a long way to streamline local governance structures. There was no need for its creation in the first place and more so the local government act is the pillar and labyrinth through which corruption has percolated the local communities. District after district has been created without any scientific benchmarks; hence town and town boards

 

Town Boards and district creation must be eliminated to stop slumisation of the entire country.

 

From Kawempe division to Luwero for example one has 11 towns in a distance of just 50 km!

 

  1. Kawempe
  2. Kawanda
  3. Matuga
  4. Bombo
  5. Kalule
  6. Wobulenzi
  7. Katikamu
  8. Nkampa
  9. Kasana
  10. Luwero

 

According to the Local Government Act these entire townships could one day become town boards subsequently becoming town councils. What will be the administrative cost to run such a huge administrative structure?

 

The same goes with district creation which has exposed government incompetence as regards governance and socio-economic develop issues. It is high time districts are reduced to the pre 1978 districts number and also reduce and totally eliminate some of the township that have grown along major roads.  There is no need of an unplanned township and district. District headquarters as per pre 1978 administrative structure should be developed and allowed to absorb the population. 

 

People start towns since they have no alternative to earn a living which implies the state has relegated urban planning issues to the local man in the village! And where a town develops in Uganda, a slum thus develops besides and subsequent abject urban poverty with appended asocial structures.
