{UAH} Hon. Tumwebaze - Solution to Rectifying these issues
There is need for urban regions to become centres f social transformation and economic development but not a Kampala which is a centre of crude economicism and social malaise.
What has been taking place in Kampala has unfortunately become a modus operandi in all Uganda town organisation, primitive land acquisition, investment and building construction. It is a dangerous urban culture where the urban dweller obeys no law and does as his or her mental authority guides.
It is another era, and urban regions can’t behave like villages!
All this must change so that another type of urban culture develops in and around our towns.
Just recently municipal residents in Gulu(Heaven) were told to remodel their buildings, this created bad blood between municipal technical authorities and property owners. This should not be the case at all for technical people by law are mandated to guide town, municipal and city organisation.
At Kasoko slum in Kampala, there is a battle raging on between the slum dwellers with claims of houses ownership on land in and urban planning area, under the Physical Planning Act and Public Health Act and on which they have no legal rights. This has stalled developments for organized residences.
It is time therefore that the government of Uganda assist town clerks and mayors to rectify these social anomalies which are squarely responsible of the Kampala government which relegated issues of physical planning to the individuals.
- Slums must be outlawed and a given a time frame for their elimination from all Uganda urban centres.
- There should redefinition of slum so that even the lowly of society understands and grasp for his own good, what the difference is between a slum and organized real estate is. At least the commons understand a miniskirts law!
- There must be standards for urban plots 50 by 50 meter , 50 by 100 meters should be outlawed for such urban residence contravene the Public Heath Act 1964.
- Urban dwellers should by no means construct roads- this work should be left to Surveyor, urban planners and train road construction engineers. (Kampala, Mbarara, Kabale are examples of the problem generated)
- There is a perception that there are land issues in Uganda. This is just a perception and nothing else. Europe (western) which has a population of 450 million and is less than the size of Congo Kinshasa has no land wrangles! Why there organised human settlements and there is equally a lot of land for agriculture – Europe produce its own food!
- There should standard urban road designs and models, taking into account need for underground service provision infrastructure like; electricity, water, sewer, internet, drainage, parking, walking and cycling paths etc.
- The government must come out and tell the people specifically urban dwellers to move away from slum THIS should not be left to urban authorities who in most cases have no powers to act against government officials, which class is the largest violators of urban laws.
